How to Merge PDF and JPG into One PDF (Mobile, Laptop, Mac)
Combine a PDF and image files into a single PDF in the right order. Free steps for phone, Windows laptop and Mac, with no upload and no watermark.
To merge a PDF and a JPG into one PDF, first turn the JPG into a PDF page with JPG to PDF, then combine the two files with merge PDF. If the photo needs to go in the middle rather than at the start or end, open the result in organize PDF and move the page. All three tools run in your browser, on phone or laptop, with no upload and no watermark.
This comes up constantly in applications: a PDF certificate plus a photo of an ID card, a scanned form plus a phone photo of a signature page, or a project report plus a few screenshots.
Why you cannot merge a JPG directly
A PDF merger joins PDF pages. A JPG is an image, not a page, so it has to be placed on a page first. That conversion step decides the page size (A4, Letter, or the image's own size) and margins. Doing it yourself means you choose how the image looks in the final document.
Our merge tool accepts PDFs only, which is why the steps below start with conversion.
Merge PDF and image into one PDF: step by step
1. Turn the image into a PDF
- Open JPG to PDF. If your images are PNG, WebP or iPhone HEIC, use image to PDF, which accepts all of them.
- Choose the image or images. Several images become several pages, in the order shown; use the arrows to change it.
- Pick Page size. Use A4 if the rest of your PDF is A4 so the pages match. Use Same as image if you want no margins at all.
- Pick Image quality. High quality keeps the photo sharp; Balanced or Smaller file keeps the PDF light.
- Press Convert to PDF and download.
2. Merge the PDFs
- Open merge PDF.
- Choose your original PDF and the new image PDF. You can add more files at any time.
- Use ↑ and ↓ to put the files in order. The first file in the list becomes the first pages of the result.
- Press Merge PDFs and download
merged.pdf.
3. Put the image page in the right place (optional)
Merging joins whole files end to end. If the image should go between page 2 and page 3 of your PDF:
- Open organize PDF and choose the merged file.
- Wait for the page thumbnails to load.
- Use the ← and → buttons to move the image page into place. You can also rotate a sideways page or remove one here.
- Press Save PDF.
Our guide on arranging PDF pages in order covers reordering in more depth.
Merge PDF files in mobile
Everything above works in a phone browser. A few phone tips:
- Save attachments first. PDFs and photos from WhatsApp or email are easier to find if you save them to Files (iPhone) or Downloads (Android).
- iPhone HEIC photos are fine with image to PDF; no conversion needed.
- Rename the result before uploading. "merged.pdf" is easy to confuse with other downloads.
On recent versions of iOS, the Files app can also combine files: select several PDFs and images, tap the … menu, and choose Create PDF. It is handy, but it gives you less control over page size and order than the steps above.
Merge PDF on a laptop (Windows)
Windows does not include a PDF merging tool. The browser method above works in Chrome, Edge or Firefox: drag the files onto the page instead of tapping.
If you only have images and want them in one PDF, Windows can do that natively: select the images in File Explorer, right-click, choose Print, and pick Microsoft Print to PDF as the printer. This does not combine existing PDFs, though, so for a PDF plus images, use the browser tools.
Merge PDF on a Mac
macOS Preview can do this without any extra software:
- Open the PDF in Preview.
- Choose View > Thumbnails to show the page sidebar.
- Drag the JPG (or another PDF) from Finder into the sidebar, dropping it where you want the page.
- Choose File > Export as PDF to save a new combined file, or File > Save to update the original.
Preview places the image at its own size, so the page may not match A4. If page sizes matter, convert the image with JPG to PDF on A4 first, then drag that PDF into Preview, or use the browser tools throughout.
Keeping the merged file under a size limit
Merging adds file sizes together. Three 400 KB documents make a 1.2 MB PDF. If the portal has a limit:
- Choose Smaller file quality when converting images.
- After merging, compress with the target you need, such as compress PDF to 500 KB.
Compress the merged file, not the parts, so the final size is predictable.
Common mistakes
- Mixed page sizes. A phone photo converted at "Same as image" next to A4 pages looks odd when printed. Use A4 for consistency.
- Wrong order. Check the order before you press Merge; fix individual pages afterwards in organize PDF.
- Sideways photos. Rotate them in organize PDF, or fix the image first with rotate image.
- Password-protected PDFs. The merger often cannot open these. Remove the password in the app that set it (you need to know the password), then merge.
- Forgetting to check the result. Scroll through every page once before you upload or send it.
Questions
Can I merge a PDF and an image into one PDF?
Yes. Convert the image to a PDF page first with JPG to PDF, then combine both PDFs with Merge PDF. If the image needs to sit between pages, reorder the pages afterwards with Organize PDF.
How do I merge PDF files in mobile?
Open Merge PDF in your phone's browser, choose two or more PDFs from Files or Downloads, set the order with the arrows, and tap Merge PDFs. The merged file is saved to your downloads.
How do I merge PDF and JPG on a Mac without software?
Open the PDF in Preview, show thumbnails with View > Thumbnails, then drag the JPG into the sidebar where you want the page. Save or export as PDF. Our browser tools also work on a Mac.
Will merging reduce the quality of my PDF?
No. Merge PDF copies the pages exactly, so text stays selectable and quality is unchanged. Images converted with JPG to PDF keep their quality on the High setting.
Can I merge PDFs and then make the file smaller?
Yes. Merge first, then run the merged file through a PDF compressor with the size limit you need. Compressing after merging gives you better control of the final size.
