How to Convert Image to PDF on iPhone or Android (No App)
Turn photos into a PDF on your iPhone or Android phone, one image or many, without installing an app. Plus how to keep the file small for uploads.
To convert an image to PDF on an iPhone or Android phone, open image to PDF in your phone's browser, tap to choose one or more photos, set the order, and tap Convert to PDF. The file downloads straight to your phone. No app, no sign-up, and the photos are processed on the phone itself rather than uploaded.
iPhones and many Android phones also have built-in ways to do this. Below are both routes, plus how to keep the PDF small enough for form uploads and email.
Photo to PDF in mobile: the browser method (iPhone and Android)
This works the same on any phone with a modern browser.
- Open image to PDF in Chrome (Android) or Safari (iPhone).
- Tap Choose images and pick your photos from the gallery. You can select several at once.
- Check the list. Use ↑ and ↓ to change the order and ✕ to remove a photo you picked by mistake.
- Choose the options:
- Page size: A4 for documents, or "Same as image" if you want no white border.
- Orientation: Auto picks portrait or landscape per photo.
- Margin: None, Small or Large.
- Image quality: High quality, Balanced or Smaller file.
- Tap Convert to PDF, then download the result.
JPG, PNG, WebP and iPhone HEIC photos all work, and you can mix them in one PDF. If you only have JPGs, JPG to PDF is the same tool with a simpler name.
How to convert an image to PDF on iPhone
Using Safari (multiple photos, any order)
Follow the browser steps above in Safari. When you tap Choose images, iOS offers Photo Library, Take Photo or Choose File. Pick Photo Library, select your photos and tap Add. The finished PDF goes to the Files app, in the Downloads folder (unless you changed Safari's download location in Settings).
Using the Files app (built in)
iOS can make a PDF from images in the Files app:
- In Photos, select the images, tap Share and choose Save to Files.
- Open the Files app and go to that folder.
- Tap the ⋯ button, choose Select, and tap each image.
- Tap ⋯ at the bottom and choose Create PDF.
For a single image you can also long-press it in Files and look for Create PDF under Quick Actions. The PDF appears in the same folder. The page order follows the order of the files in the folder, so rename them (1, 2, 3) if order matters.
Using Print (one quick PDF)
From Photos, tap Share, then Print. In the print preview, iOS can turn the pages into a PDF that you can share or save to Files. The exact buttons have moved between iOS versions, so if you do not see the option, use one of the two methods above.
How to convert an image to PDF on Android
Using Chrome (multiple photos)
Follow the browser steps at the top in Chrome. When you tap Choose images, Android opens a picker; tap and hold to select more than one photo. The PDF saves to Downloads. Open the Files app (or "My Files" on Samsung) and look in Downloads.
Using Google Photos and Print
Most Android phones can "print" to a PDF:
- Open the photo in Google Photos.
- Tap the ⋮ menu and choose Print.
- At the top, change the printer to Save as PDF.
- Tap the PDF button and choose where to save.
This is handy for a single photo. For several photos in one PDF, the browser method is simpler. Menus vary a little between phone makers and Android versions.
Scanning instead of photographing
If you are converting paper documents, a scanner mode gives cleaner pages than a normal photo: it straightens the page and whitens the background. Google Drive has a Scan option, and some phone cameras have a document mode. Our guide on scanning documents with your phone covers this in detail.
Making the PDF small enough to upload or email
Phone photos are big, often 2–5 MB each. A PDF made from five photos can easily be 15 MB, which many forms and some email services will refuse.
To keep it small:
- Choose "Smaller file" under Image quality before converting.
- Compress the finished PDF with compress PDF. Pick "Recommended" for a good balance, or switch to Target size and type the limit your form gives, such as 500 KB.
- For a fixed limit, use a dedicated page such as compress PDF to 200 KB, which starts at that target.
- Tick Black & white for text documents. It makes text clearer and the file much smaller.
The compressor rebuilds each page as an image, so text in the result cannot be selected or searched. For photographed documents this makes no difference, because they were images to begin with.
If you need a specific size such as 200 KB, see JPG to PDF under 200 KB.
Getting the page order right
Phones sort photos by date taken, which is usually the order you snapped them. If you photographed the back of a certificate before the front, fix it in the list before converting. If you only notice after making the PDF, open it in organize PDF, move the pages with the arrows, and save again.
Tips for clear photo-to-PDF results
- Shoot from directly above in good daylight, without the flash creating a glare spot.
- Fill the frame with the page, or crop the photo before converting.
- Hold the phone steady for a second after tapping. Slight blur becomes very obvious once the file is compressed.
- Rotate sideways photos first with rotate image, or rotate the pages later in the PDF.
- Check the PDF by opening it from Downloads or Files and zooming in on the smallest text before you upload it.
Common problems
- "Upload failed" or "invalid file": Some portals reject very large PDFs without saying why. Compress it below the stated limit.
- Can't find the downloaded file: On Android, check the Downloads notification or the Files app. On iPhone, open Files and tap Browse, then Downloads.
- Pages are blank or black: The photo may be in a format the browser could not read. Convert it to JPG first with HEIC to JPG if it came from another iPhone, then try again.
- Large white borders: Set Margin to None, or use Same as image page size.
